Skeet.. I can answer a couple of the questions for you..
For private sales, there is no tax (PST or GST) (unless we are talking a car)
As for getting a handgun licence... fairly easy actually... take a simple test, and apply for a restricted PAL. However, we can not take our handguns anywhere but an approved range, and they must be double locked at all times, and the ammo stored seperatly...
It sucks I know.. I never shoot my XD-40 as much as I would like too..
