My Drents do the same thing, and I suspect all medium and long haired dogs.
Two things. Trim the hair a little. Second, apply some vaseline (or bag balm, if you don't mind the smell) to the problem areas. Snow won't stick, ice won't form, and everyone stays happy. HTH, Dutch.
