Yep, a police officer's job is extremely tough and a lot of judgment calls will be second guessed. Don't think it will ever change in today's society.
However, I do think the man that ran over those two children should get life in prison, or at the very minimum 15+ years. Personally, I would kill him, but society will never allow that because he didn't intend to kill the children.
