If this is to be used in a gun chambered for 357 Mag, then there are several loads in the Hornady book with that bullet and those powders.
If you have a genuine .38 Special only, you may be out of luck unless you can live with velocities down around 800 fps. Higher than that and you go beyond .38 Special pressure limits.
