I have had one for several years and it's one of the better firearms i've had.
Cheap...not at all, inexpensive yes, and yes there is a difference in the two.
I originally bought it as a "truck gun" to use on the farm for plinking and if it got stolen i wouldnt be out several months pay.
Granted it took a little breaking in, had a few jams until the action smoothed out around 500 rounds or so.
have not had one jam, or malfunction of any kind, in the last 2 years and roughly 1500-1700 rounds of ammo.
Hi-point also has a _very_ good warrenty, damn near a no questions asked, fixed or replaced, S&H only.
Would i compare one of their pistols to a colt national match pistol? nope, i wouldn't, but thats apple to oranges, totally different design principles.
I would however, put it up against _ANY_ semiatuo light rifle that costs less than $1000, in a similar chambering, in a test of function, reliability, accuracy and be quite happy to do so.
Some people will like them, some won't, thats the nature of the beast with almost any product that exists, but for a inexpensive, lightweight, semiauto rifle, it's "darn tootin".
