I am not clear on the 2.7 inch first shot. Is that with a clean oiled bore or is that with a dirty bore that is cold?

Most rifles will not shoot to the same point with a cleaned and oiled bore. That is the reason you have fouling shots at a match or shooters shoot at least one round through their bore before going to a match.

But if you are saying the first round with a dirty, cold, bore goes 2.7 inches high, well that is another story. If this is the case, check the free float first, if ok, get some acraglass gel, duct tape and get ready for a pajama party (bedding). On a 700 do a 100% bedding job. The action likes to be solid in the stock.
