			Lilred, I saw some coverage on the news about that bill to outlaw spanking. 
  Apparently, it's one of those bills that gets introduced to keep a noisy constituent happy, that has no chance of passage. 
   A lot of that kind of thing goes on, both at state and federal level. Some person or small group makes a pest of themselves-  and a bill gets introduced, so that the legislator can say "  I introduced  your  bill"...ergo  earning pats on the back and campaign contributions.  And sometimes just to get a pest off their back. 
    There's a huge difference between introducing a bill and backing it, promoting it, and getting other legislators to take it seriously and bring it up for a vote. 
   I suspect in the back rooms where the microphones aren't, this  kinda conversation is  going on:  "Yeah, I had to introduce the fruitbat's bill, or she'd never shut  up. Let's let it sit for a couple weeks and then file it under G."
