The main problem is that these guys ignored the law. If business is slow for me, is it okay for me to "orchestrate" some car accidents to get some money in the door? How about the construction industry right now. They are facing tough times. Maybe they should go around burning down homes and office buildings so that they will need to be rebuilt. Yes, I understand that these ranchers were between a rock and a hard spot, but that is one of the risks they run in their line of business. I know a farmer that raises cattle and he has them fenced in. Why can't these ranchers do the same thing with 200 head of cattle and try to keep the elk out? If this only happens during really tough winters, why can't they just grin and bear it for those few tough winters.

If I went out and killed 34 elk, I would be disbarred and stripped of my CPA license. Same would happen if I killed 34 ducks, geese, doves, etc. I really don't feel any remorse for these guys. The fact that they left the elk to rot just makes it worse.

If they had an issue with elk, you would think they would open up their properties for hunting for a minimal fee. I would love to know if they allowed anybody to hunt on the property during the year.
