Most scopes are 1/4 minute of angle. This means that each click of the scope should move bullet impact 1/4 inch at 100 yards. Thus the same scope being zeroed at 25 yards would require four times that many clicks to move the impact the same amount. Inversely if you were zeroing the same scope at 200 yards it would take half the clicks to move impact. 4 clicks to the inch at 100 yds. 2 clicks to the inch at 200 yards, 8 clicks to the inch at 50 yards and so on and so on.
