The problem with the money and the pre 64 Win action is that Win came out with the Classic and the Safari models that are controlled feed. So, you can buy a new Win Pre 64 style action in a brand new gun for under $1,300. To build a custom Pre 64 you are looking at about 1,000 to 1,200 just in parts plus shop time. The last Pre 64 action (30-06) I bought cost me $400. The last custom Pre 64 gun I bought cost me $800 and I sold it in April for $800. I bought it because it was less than the parts and I got the original barrel and original stock in the deal.
It gets down to who built the gun, how nice it is (looks, shoots, etc.) and wheather you want that particular gun.
