Definately the increased arrow weight slowing them down.
I agree with toxic, 7fps is nothing. If I'm understanding you correctly your original arrows total weight is 373 and 267fps. The new arrows are 405 and 260fps. If that is correct, the new arrows have a bit more than 1 ft lbs of KE more than the old arrows. Both combinations put you in the 60 ft lbs area, which is plenty for anything other than grizzlies and elepehants. I'd be interested in hearing more about how those arrows shoot and group.
