I modified the serial number you posted and now the last three digits are "xxx".

An NRA Condition Standard of "Good" is not necessarily good, but it is a correct condition adjective.

I cannot help with date of manufacture, but the 11th Edition of "Modern Gun Values" states on page 205 the M17 "was introduced around 1947; no longer in production."

With 6-inch barrel, the values are:
Perfect $350 Excellent $275 Very Good $200 My book was printed in 2001, so you can add $50-$100 to each grade to get a better evaluation. Hope this helps.
