The 6.5x55 is performs remarkably well with just about any slow powder.
IMR4831, already mentioned, is a fine choice, as is H4350. The size of the case is such that it is hard to get a load that is near max, and fills the case. H4831SC has a slightly different density from H4831, and that might help you tweak the percent fill thing.
