 Oh yeah. Absolutely. Hey Kemo Sabe, me think-um we can believe anything Great White Father to the East says on paper......Realistically... Target shooting is putting holes in a piece of paper, right? Therefore anything that slings a projectile IS a "sporting purpose" for target shooting, including all those 4" and under and .25 to .32 caliber handguns they outlawed. Since handguns are only permitted for target shooting or collection, there is no reason why lawful pursuits of those activities should be curtailed...
