A one hour drive from Syracuse puts you in the Adirondacks (assuming you head north), where there is tons of state land, and low density of hunters.
Spend your lease money on gas and some maps, you'll find lots of free land to hunt.
The Adirondack park is 6 million acres, about 40% of which is state land.
