I learned about this silly new law on one of the pro-gun blogs a few days ago, and besides being silly, it just seemed so danged ODD.

Is it not true that the federal government has pre-empted the field of legislation covering the interstate commerce of firearms? So is this regulation an intrusion in the federal pre-emption?

Fabs' point is a good one. I live here in gun-friendly Utah. Utah has no such restriction. How is California going to impose their law on me? Besides, if I'm here and do something that is a crime in California, I have to be tried here because the US Constitution provides that "such Trial shall be held in the State where the said Crimes shall have been committed". Fat chance getting a conviction from a Utah jury on that!
