Well with the shooting in Atlanta and other problems in the courts many times it boils down to the attorney for the Defense making a big deal of having their people come into the court room in hand cuffs ect.
So they dress them up nice and let them parade around like every other Joe citizen in the court. This nut from Atlanta was on rape charges and should have been secured from the start.
