16months and she hasn't had a heat? that's odd...you sure? she could just be very clean so you hadn't noticed anything...
you don't have to wait for them to have their first heat to have them spayed.... we've waited for Cat but that's only because her growth was seriously set back before we got her so we're giving her every chance to do all the growing she can before we get her done.
