It's the anonymity.
I grew up in a small town. You had to behave and watch your step, because the assumption was, anything you did, everyone would know about. If you wanted to be trusted, and respected, you behaved accordingly. If nobody knows you, and you don't know the people you're interacting with, the only practical problem is getting caught. People without a conscience take advantage of that. |
