The CZ is an excellent deal for the money. Sig's are also very nice, but more costly. Both of these guns will shoot and I've seen them work in USPSA and IDPA.
Depending on the sig you may not be able to carry it cocked and locked. I've never shot one that could, but I've only shot a few. HK is also an option, but once again, quite a bit more than the CZ.
