Hey Red... another idea is to catch him and keep him till they come looking for him.
The 1st time I see one wandering I overlook it. the 2nd time... I'll dot 'em with the pellet gun and send them home... that's usually the last time I see 'em. I have caught friendly ones too and kept them till I found their owners. Like you said... it ain't really the dogs fault. I see the pellet gun as a training tool, not a punishment. I have sent dogs home with notes on their collars too. reading "Please keep me at home... it's not safe outside our yard". Jabba
