This might sound odd, but I say let the looters decide if looters should be shot.
Here's my plan: Follow a looter back to his hide. When he leaves, loot HIS stuff. If he just shrugs and accepts it, then leave looters alone. But if he objects violently to someone taking HIS stuff, then there's your precedent. Shoot him.
