I can see that.
I can understand the other viewpoint, too. The Guard may have come through, taken a look and helped out who they found, but then went on the areas with much worse damage and destruction. Now, the point about FEMA...well, there may be two sides to that, too. If you were detailed to an area like that, you have to have some place to stay. Do you take up already precious space at a shelter? One can't expect them to sleep in ditches. On the other hand, I've worked with FEMA types, and some of them were primadonnas, arrogant and spoiled bureacrats. So not much would surprise me.
