My only quibble is your comment: Business don't want to pay a decent wage.
It isn't a case of "want to" but a case of can't afford to. An amployer could pay any amount a worker wanted. You want a thousand bucks an hour to pick lettuce? No problem...as long as that employer could sell that lettuce for a hundred bucks a head. Either that or the worker had better be able to pick ten thousand heads of lettuce an hour to justify that wage! Lacking either of those options, about five bucks an hour is all a grower can afford to pay. The government benefits issue is a whole 'nuther ball of bees, though. With that, I wholly agree.
