Gary,
The Namibian VAT is 15%. It is not applied to trophy fees. If you shop in town, buy gifts;etc. it applies. They are supposed to give you a refund if you spend over a certain amount and keep receipts for proof. I believe there is a place in the airport to apply for the tax refund. My wife and I applied in 2002 and have not received anything back and don't expect to. John
