I have the website listed about three posts below this one for the State of Wyoming. you can get on and browse that for the left overs and when they are due in. But to answer your question they are available first come, first served. To answer your other question. The last time I tried to get on a rancher's land and that was for deer, was over a hundred dollers. I'm sure it's different everywhere you go, but gerenal rule of thumb is what ever the market will bare. I refuse to pay trespass fees, when I can go to the Big Horns and hunt for free, but that's me.
