Yeah, the days of work gang is over, and it's a shame. 10 years of hard labor with no pay would be enough to straighten most people out (or so I would think). So instead they have time to organize drug rings, plan and execute murders (although that's one less gang member draining tax dollars usually), and other things of the kind. And yet no one has put much thought into the failings of the system.
