This is done so the recoil lug will be seated against glass bedding to provide a more rigid surface that will not move. I always use electrical tape on recoil lug for relief( makes it easier to remove action after bedding has set).
Like Adam ,said be sure to use release agent on everything that comes in contact with glass bedding.
