well in quebec it should be that way cause french is the main language english is the second language.

Sounds resonable until you realize Quebec is province of Canada, just like Maine is a state in the United States of America. The rest of Canada speaks English just as we do here. Maybe according to your thoughts, southern California or Arizona should officially speak Spanish because of the large Latino populations? A country needs to speak one tounge, not a different one every few hundred miles. That way, seperate states, seperate languages, is why Europe is divided in multiple countries instead of being united..

Most of the Europeans know English because tourism used to drive the economy until the Euro came along and made it way too expensive. I went to Italy in 2001 when the lira was still in place and almost everybody I ran into spoke English.
