Wad punches.

Keep an eye on ebay. You see wad cutters on there quite frequently. Are you going to use them in a breechloader or a muzzle loader? Quite often you will have to cut the wads just a little oversize to make them work well. You can cut old wool blankets and stack them for filler wads and you can coat them with wax to make them a bit stiffer. Makes 'em coat the bore with a little wax. Never hurts to have a little wax in any shells. We used to wax 'em all the time..paper of course. Bores..actually chambers never used to rust at all with paper shells. Ah for the good ol days...NOT!!
